Déclaration commune des ministres des Affaires étrangères de 29 pays arabes et islamiques

Les ministres des Affaires étrangères de 29 pays arabes et islamiques, ainsi que les Secrétaires généraux de la Ligue des États arabes, de l’Organisation de la coopération islamique et du Conseil de coopération du Golfe, condamnent avec la plus grande fermeté les déclarations récentes du Premier ministre israélien Benjamin Netanyahu concernant le soi-disant « Grand Israël ».

Ils estiment que ces propos constituent une violation flagrante du droit international, une menace directe pour la sécurité arabe et une atteinte grave à la stabilité régionale et internationale.

Les ministres condamnent également l’approbation par le ministre israélien Bezalel Smotrich d’un nouveau plan de colonisation dans la zone « E1 », ainsi que ses déclarations rejetant la création d’un État palestinien. Ils rappellent que le peuple palestinien dispose d’un droit inaliénable à établir un État souverain et indépendant sur la base des frontières du 4 juin 1967, avec Jérusalem-Est pour capitale.

Ils réaffirment leur rejet absolu de toutes les mesures israéliennes illégales, notamment les colonies, les tentatives d’annexion et les agressions répétées contre la population palestinienne, qui alimentent la violence et compromettent toute perspective de paix juste et durable.

La déclaration appelle à :

• un cessez-le-feu immédiat à Gaza,
• la levée du blocus,
• la garantie d’un accès humanitaire sans condition,
• la protection internationale du peuple palestinien,
• et la responsabilité juridique des auteurs des crimes commis.

Les ministres rappellent que :

La bande de Gaza est partie intégrante du territoire palestinien occupé, et soulignent la nécessité pour l’État de Palestine d’assumer ses responsabilités de gouvernance en Cisjordanie, à Gaza et à Jérusalem-Est, avec le soutien arabe et international.

Enfin, ils exhortent

la communauté internationale, en particulier les membres permanents du Conseil de sécurité, à prendre des mesures immédiates pour mettre fin aux violations israéliennes et garantir les droits légitimes du peuple palestinien, y compris l’établissement de son État souverain et indépendant.

Joint Statement by the Foreign Ministers of 29 Arab and Islamic Countries and the Secretary-Generals of the League of Arab States, the Organization of Islamic Cooperation, and the Gulf Cooperation Council

The Foreign Ministers of 29 Arab and Islamic countries, together with the Secretary-Generals of the League of Arab States, the Organization of Islamic Cooperation, and the Gulf Cooperation Council, strongly condemn the recent statements made by Israeli Prime Minister Benjamin Netanyahu regarding the so-called “Greater Israel.” The Foreign Minister stress that these statements represent a blatant violation of international law, a serious threat to Arab national security, and a danger to regional and international peace and stability.

They also condemn the approval by Israeli Minister Bezalel Smotrich of a settlement plan in the “E1” area, as well as his extremist statements rejecting the establishment of a Palestinian state. They reaffirm that the Palestinian people have an inalienable right to establish an independent and sovereign state based on the 4 June 1967 borders, with East Jerusalem as its capital, and stress that Israel has no sovereignty over the Occupied Palestinian Territories.

The Ministers categorically reject all Israeli settlement activities, annexation attempts, and illegal measures in violation of international law and United Nations Security Council resolutions, particularly Resolution 2334. They also recall the advisory opinion of the International Court of Justice, which reaffirmed the illegality of Israel’s occupation and emphasized the need to end it immediately and provide reparations.

They warn that Israel’s expansionist policies, ongoing settlement activities, and systematic attacks against Palestinian civilians and holy sites fuel cycles of violence, undermine peace prospects, and pose a direct threat to regional and global security.

The Ministers further condemn Israel’s crimes of aggression, forced displacement, and policies amounting to genocide in Gaza. They call for:
• an immediate ceasefire,
• the lifting of the blockade on Gaza,
• unimpeded humanitarian access,
• full accountability for crimes committed against the Palestinian people, and
• international protection for civilians.

The Foreign Minister reaffirm that the Gaza Strip is an integral part of the Occupied Palestinian Territory and stress the importance of enabling the State of Palestine to assume full governance responsibilities in both Gaza and the West Bank, including East Jerusalem, with Arab and international support, under the framework of the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people.

Finally, they urge the international community, especially the permanent members of the United Nations Security Council, to assume their legal and moral responsibilities by taking immediate measures to stop Israel’s aggression, ensure protection for the Palestinian people, and support their legitimate right to establish an independent, sovereign state on their national land.
